Merger

- Not quite; while extraterritorial operations can be conducted by agents claiming extraterritoriality or claiming to have extraterritorial jurisdiction, it is not always the case that they make these claims, but simply operate in a clandestine manner (for instance, the alleged Russian presence in east Ukraine and previously Crimea, or potentially some of the reported activities of the Iranian Quds Force). So it is a special case of these, and I will be writing sections of this into those articles to differentiate across the three as I expand this article further. — Sasuke Sarutobi (talk) 23:32, 28 July 2014 (UTC)
